In order to aim for the realization of town policies that will allow "the people and the region to shine" as well as promote autonomy,we the citizens of Iga city have created a charter based on the following 6 general principles:

• All information regarding town planning should be shared with the citizens.
• All citizens should be allowed to participate in town planning.
• Town planning should only go ahead based on plans created by consensus.
• Town planning should be conducted first personally,and then be widened to include the co-operation of the whole region.
• Town planning should proceed using the ideologies of co-operation and collaboration.
• The implementation of town planning should be assessed and be relevant to future activities.
